A 1-DAY BUDGET SUMMIT ORGANIZED BY THE CENTRE FOR HUMAN RIGHTS AND CONFLICT RESOLUTION (CHRCR) IN PARTNERSHIP WITH THE SHEHU MUSA YARADUA FOUNDATION WITH THE SUPPORT FROM MACAUTHUR FOUNDATION ON MONDAY 29TH OCTOBER 2018.

COMMUNIQUE ISSUED AT A 1-DAY BUDGET SUMMIT ORGANIZED BY THE CENTRE FOR HUMAN RIGHTS AND CONFLICT RESOLUTION (CHRCR) IN PARTNERSHIP WITH THE SHEHU MUSA YARADUA FOUNDATION WITH THE SUPPORT FROM MACAUTHUR FOUNDATION ON MONDAY 29TH OCTOBER 2018 HELD AT HALIMS HOTELS LOKOJA BACKGROUND A 1-Day Budget Summit organized by the Centre for Human Rights and Conflict Resolution (CHRCR) Lokoja was held at Halims Hotels Lokoja on Monday 29th October 2018 and in attendance were Members of the Kogi State House of Assembly and their Legislative staffs, Civil Society Organizations, Faith Based Organizations, Women Groups, Youth Groups and The Media. The objective of the Summit was to enhance the capacity of the participants to understand the Budget and Budget processes in Kogi State. Also to provide the relevant MDAs a platform to interface with other stakeholders’ sequel to the 2019 Budgeting processes. it also encourage participatory and transparency and accountability in the Budget process. The Summit involved Paper Presentation with the Lead Speaker Barr Eze Onyekpere from Centre for Social Justice (CSJ) Abuja, Panel and Plenary Discussions, and Communiqué Development OBSERVATIONS The Summit observed the following issues in the Kogi State Budget and Budgeting processes That Kogi State Budgets have over the years has not been participatory and inclusive as very few stakeholders have knowledge of the budget and its contents Budget documents are not readily available to the public Inclusion of marginalized groups like Persons with Disabilities, women and children has been a challenge in the Budget process over the years The Budget process is not evidence based and filled with repetitions and “cut and paste” issues. The ministry of Budget and Planning has not been living up to its responsibilities by making available the Budget documents to the public There has not been consistent public hearings on State Budgets by the Kogi State House of Assembly Audit reports from the State Auditor General has not been timely and not generally used in review of Budgets by the State House of Assembly The relevant Public financing laws have not been adequately utilized in determining the Budgets of the State There is inadequate human capacity in public sector for developmental budgeting in Kogi State RECOMMENDATIONS Need for the House of Assembly to have wide consultations, including organizing of public hearing sessions, sequel to the passage of the 2019 Budget Need for the Ministry of Budget and Planning to make Budget documents available to stakeholders in a timely manner Need for wide consultations and involvement of ALL stakeholders in the Budget process from the preparatory stage, passage and implementation Need to put in place relevant Public Financing laws to ensure that there is a legal framework for Budget process in Kogi state Need for structuring of the timing for submission of Audit Reports from the Office of the Auditor. Need to have The Medium Term Sectorial Sector (MTSS) and The Medium Term Expenditure Framework (MTEF) documents available to the House of Assembly, as provided in the Fiscal responsibility law Need for constant capacity building for public sector workers on Budget Need for the constant availability of Government officials, particularly the Executive arm of government with non state actors on developmental issues in the state The Summit thanked and appreciates the partnership between centre for human rights and conflict resolution (CHRCR) and the Yaradua Foundation with the support of MacArthur Foundation, in hosting the Summit.
